Tabs reset when opening Opera from Start Menu during Windows startup

Can't reproduce this. It must be very timing dependent.
If Opera is already open and you try to start it again, even super fast, in addition to the restored window(s), a new window with just the start page should open. The exception is if the second time opera.exe is passed the --autostart option (which is the case with the startup entry), Opera won't do anything as it will see that Opera is already started.
Even if opera.exe is started with --autostart first and you immediately call opera.exe again, you should still get the initial restored window(s) and the new window with just a start page tab in it. Not sure how you're getting just the new window with the restored window not showing where when you close that window with just a new tab in it and restart Opera, you get your tabs back. It must be very dependent on timing.
Opera shouldn't of course do that and should have something to avoid that if some devs can reproduce it.
If this happens a lot for you, right-click on the Opera's start menu shortcut, choose "open file location", right-click on Opera's shortcut, goto "Properties", switch to the "Shortcut" tab and add a space and --autostart to the end of the target field and apply and OK out. That might prevent it. If you use the start menu icon for opening new windows in Opera too by clicking it, right-click it and choose "open new window" instead or just use ctrl + n in Opera.
If that modification of the shortcut works, you'll have to see if it still works after an update of Opera or if Opera replaces the shortcut on you where you have to add --autostart back in. Of course the other option is to just not have Opera set to autostart when Windows starts.

@NatureWithGreenWorld --autostart is what Opera uses for the run at startup entry in the registry. So, yeah, that's what it's actually for. Just saying that since --autostart doesn't open another window if Opera is already open, you can possible use it as a workaround to avoid the race condition you're encountering. Not saying it's a properly solution.

how do i get old tabs back? do i need to login from this pc from another windows acccout to get old tabs or i can get them back in where i lost in?

@NatureWithGreenWorld You would need to have a backup of the "Sessions" folder in the profile folder (profile path shown at the URL
opera://about) from the time your tabs were still there. If you have a backup like that, you can delete everything in your current "Sessions" folder and copy over the files from the backup "Sessions" folder.Or, see https://forums.opera.com/post/406843 for how you can extract the open tabs from backed-up session files and open them back up.

after update i again lost data for tabs
also i face other bug in opera not gx and mine is intel core 7 not core i7 -

In Opera stable, you can turn on Early Bird at the URLopera://settings/early_birdand enable "Emergency session restore" to see if it helps prevent your tabs getting reset next time.
