Scroll to the top of the page by clicking the active tab is half broken

It jumps to the top of the page but it used to return you back down the page when you clicked again. The jumping back down issue needs to be fixed, I used it quite a lot to check tabs real quick and then return back to what you were doing further down the page.

@Footytang I remember have seen someone saying that it was a deliberated change.
