Can't install Opera GX and any other Opera product

When I run the installer it just does absolutley nothing, it doesnt even crash, just stays at 0%. I had Opera GX on my computer before, but I've had a bug in a driver that kept giving me BSOD, so I reinstalled Windows completley. And now I cant install Opera, I tried deleting everything that I could, still it just freezed at 0. I live in Russia.
