Tabs disappear from workspaces

I have been an Opera user for at least 5 years. All of a sudden, inconsistently, the tabs I've organized into workspaces are gone when I open Opera. This has never happened before. What is going on, and how do I fix it.

The setting "Retain Tabs from Previous Session" is correctly set to "on".
