Adware on PC giving 18+ ad popups in new tabs

WIndows defender and malwarebytes found nothing malicious, even malwarebytes' adware cleaner (adwcleaner). i really hate these adds and would like to find a way to get rid of them, as nothing currently has worked. I also checked my browser extensions and extension settings, which had nothing to note.

@FlimFlamJam I would start by disabling all extensions and mods
