403 Error For addons.opera.com/extensions via Opera GX Browser

It only works when I turn the (in-browser) VPN on but it gets inconvenient and annoying when that's the only method to access the site.

Turning off extensions doesn't work, neither does clearing the cache.

Is this a conflict with CloudFlare WARP? If so, then why does the site allow access only when the in-browser VPN is enabled? (It happens whether or not CloudFlare WARP is on so it's hard to tell if it's a meaningful factor.)

@leocg When I debloated my laptop I selected the option to uninstall Microsoft Edge (and other chromium browsers, not including Opera GX), but before that it was opening on Edge and also FireFox when I gave that browser a try. I also looked through my host file (Windows\System32\drivers\etc\host) and no Opera domains where listed.
