Advice on Synching

I have Opera installed on 2 devices, and it does not seem to be syncing correctly.
It syncs my bookmarks, but not the Workspace tabs I have set up. Nor does it sync the tabs I have open on the 1st device to the second device.
I have gone to Advanced Sync settings and clicked 'Sync Everything' - set an encryption passphrase.
Set the browser to 'retain tabs from previous session'.
Duplicated these steps on both devices.
The first device opens with all my Workspaces, tabs, tab islands, open tabs, passwords. But on the second device, I just have the passwords, and workspaces, but all of the tabs from the workspaces do not appear on the second device.what am I doing wrong?

@AlbertMoon As far as I know, workspaces content is not synced.

MariChrysanthemum last edited byTabs are not directly synced, you will have to open them all again and update them manually. However, that does not mean they are not being synced at all. You can access them though opera://activity/ when logged into Opera. A button for this is available to add to the sidebar in [Sidebar Setup] (three dots at bottom of sidebar) > [Opera Tools] > [Tabs], or you can hover next to the "Tabs" text and press the little "open in new tab" icon that pops up.
