Data is not being synchronised although I can see them on sync.opera.com

Hey, everybody. The following situation: I wanted to reinstall Windows on my computer, before that I enabled synchronization in Opera and the data was saved, tabs, passwords, etc. When I re-entered the account on the new Windows, the data for some reason did not synchronize, but on the synchronization site they began to appear as a new cloud. It would be all right, I don't care about those tabs, but I can't even see my passwords on the Opera synchronization site because they are encrypted. Please help me synchronize the old data, or at least see the passwords that are encrypted for some reason.

@serebro77 So no passwords in the passwords manager, no bookmarks in the bookmarks manager page, nothing from the old Opera in the new installation?
In opera://settings/syncSetup everything is enabled?

@leocg Opera GX. Everything is included, but for some reason https://www.sync.opera.com has all the data, but it categorizes it as 2 PCs, and how to put the old one back in place of the new one is unclear. It doesn't synchronize passwords either.
