Opera Installer can't be opened

I took my Macbook Pro (Apple M3 Pro) to the Apple Store for an issue with power. To solve the problem they did a clean install of the OS (now Sequoia 15.4.1). When I restored everything from Time Machine I got a message that Opera could not be restored. I downloaded the installer using Chrome and now get the message that 'Opera Installer can't be opened". any advice on how to resolve/reinstall Opera?

Turns out that the current installer is the issue. I downloaded it several times - got the same error. I reverted to Opera_114.0.5282.86 and it installed with no issues.
