Speed dial folders open on mouseover

It would be great if you had the option to have the speed dial folders pop open while the mouse was over them, and close when you move off them.

This is for the desktop versions obviously. It would make the user experience fast and smooth / reactive, and add to the modern feel.

What is the backend process for these type of requests?
Is there an acceptance process?

I mean if a suggestion/request is not "excepted" in a given time, does it get deleted or rolled off?
