Password recovery

After emergency reinstallation of Windows, I want to recover passwords, synchronization was enabled.

But I can't because it's encrypted. Can you tell me how I can recover all my passwords?

@BJlag In sync.opera.com the passwords will always be encrypted. You need to login to Sync in the browser to get your synced passwords into your password manager.
