Aria has never been available in Texas despite the page claiming it's available in the US.

There are reasons I really need to use Opera, but they appear to, over and over again, really hate their users. I mean passionately despise. I don't understand why they're in the business of building a product created for actual end users.

Update: I turned on the built in Opera VPN on my windows 11 desktop computer and was able to use it. I asked Aria
"Is Aria AI blocked in Texas?" and its response was -

Aria initially worked when I was using Opera VPN Pro but it had buggy disconnect issues so I canceled my subscription and turned off VPN. Aria did not work without VPN so I turned on the free Opera VPN and Aria started working again. Once working I asked Aria this!

@mfd-texas Yeah I don't believe it's regional restrictions. Other AIs work perfectly in Texas, and if it was an actual restriction it would be added to the list on the website.
I sure hope the development team is aware of this issue, but it's been nearly a year now so I think they just don't care.
