If you check the task manager and you make sure no Opera processes are running, and you still can't uninstall, you can try Revo Uninstaller Free to get rid of Opera. Or, you can manually uninstall Opera.

way late to this post. but if anyone else is having the same problem, mine was doing this because the settings let it start on startup (you can change it in task manager). even though it didn't say it was running in the tasks, it was starting some background process on start up, so I had to disable and re-start before it would uninstall.
