as long as Ive had opera theres a weird glitch where a new window will not under any means open a new tab. attached is a video of what happens https://youtu.be/K8FW0-YuJNU

Watched the video. I can't reproduce that with Opera GX 108.0.5067.43 64-bit on Windows 11 23H2. Clicking the + button in the new window (created by dragging the start page tab down in the other window) works fine and opens new tabs.

Can you reproduce it in a test standalone installation of Opera GX?

Nvm I fixed it. turns out a random setting on one of my add ons was the culprit
