saved passwords disappeared

Hey, so my saved passwords disappeared out of nowhere. Unfortunately i dont think they are synced with my account and even if i wouldn't be able to properly recover them because i would need my old password (had to reset to login here), which wouldve been saved in the lost passwords.
Anyways, i did a little digging and apparently all my passwords are still saved in my login data in my opera files, however, the passwords are encrypted. How do i recover these, or apply that login data file to opera again?

I read through a few posts in the forum and apparently the login data file is connected to my windows user data? I did attempt to do a windows recovery dating back one day to fix the password issue, but besides that nothing changed.
So as far as I understood i should still be able to access my files. The question is how.

@notchris99 Anything different happened before the saved passwords stopped being available at opera://settings/passwords?

@notchris99 Chromium encrypts the saved passwords using the OS login credentials, so even if you have the Login Data file, you can't use its data in a different OS installation or even with a different user in the same OS installation.

I dont think so. I was doing some powershell stuff. And after that my passwords seemed to have been gone. Also did a windows defender search but nothing.

Yea. Thats what i already read on the forums here.
But nothing should've changed about my OS login creds. I mean, i didnt even restart the pc. It just happened while i was using my pc normally. -

Possibly. If it did, it was an automatic update. Can i check the update history somewhere?
Also nothing should've messed with the opera directory as far as im aware. I did get a popup message about some administrator files that were unable to be accessed by the powershell stuff i did, but i didnt pay it any mind. Just went yes whatever.
I could hitup source of the powershell stuff (game modding tools) about it having accessed something it shouldnt have but I heavily doubt thats the case. -
