Select a file format downloading feature on Google Drive doesn't work

when trying to download a file from google drive , I usually get automatically a new open window that gives me access to select a file format downloading but not anymore , what's the problem ? how to fix it !

Could you clarify what you mean by that. Have a download link and step by step directions on what to do and to show what file format thing you're talking about?
