Can't confirm the issue in Opera 100.0.4815.76 64-bit on Windows 11 22H2. My profile icon shows in all windows.

You could log out of your Opera account, goto the URL opera://settings/clearBrowserData, clear "cached images and files" for all time and log back in to see if it helps.

Confirmed with 100.0.4815.76 in Win10.
