"Disable tab bar's top spacing when browser window is maximized" setting does nothing

This setting does not do anything in Opera GX LVL4 (core: 98.0.4759.22) and Opera One (version: 99.0.4780.0). Have not tested on Opera.

Visually there is no difference in this setting being enabled/disabled in Opera Stable 98.0.4759.15 on Win10.
The difference lies in the ability to drag a tab vs drag the whole window with cursor placed on top end of maximized window. -

@vegelund There is another feature that I cannot use due to this setting not working: when a window is maximized, I can just glide my mouse along the top edge in order to mouse-over tabs and get the needed information on their contents. Due to this setting not working, I have to actually aim with my pointer, which slows down my workflow.

Edit: The feature works as expected on Opera 98.0.4759.39 (but, again, not on Opera GX LVL4 core: 98.0.4759.22 nor on Opera One 99.0.4780.0).
