Hello , Is it possible and how I'm able to move the vertical scroll bar from right to left ( at the message body view during in Left & right viewing mode )

Not possible as far as I know unless you set the UI to use a right-to-left language and have:

[User Prefs]
RTL Flips UI=1

enabled (which is enabled by default).

Even then, I don't know it that will switch the scrollbar to the left for mail. It should work for web pages though.
