Browser now scrolls on Pg Down

Opera (and also Firefox) now seem to do a line by line scroll on use of page down key; this is horrid for one's eyes. How do I turn it off? For dynamic elements in web pages (e.g. the down arrow expand on Google searches), a similar thing occurs. This is wasteful in terms of processing power and very tiring on the eyes.
