Restoring passwords from login data file after browser reinstall

After having to reinstall the browser, I had tried to copy backups of the login data and Login\ Data-journal back into the newly installed stable expecting them to be recognised by the browser but that wasn't the case.
Trying to read out the passwords with chrome pass only showed 3 out of many more saved passwords and even those were missing the actual password and only showed login names.There has been no updates or changes to the OS(win10) or the user profile
Any help would be appreciated! -

@existenceisadversity You need to use Sync to transfer passwords from one Opera installation to another. You can also export the passwords in the old one and import in the new.

@leocg Thanks for the answer but sadly I did not have an opera account to use for synchronising, and I believe it is too late to export any passwords as opera is already reinstalled. Unless there is a way to do that from the backup of the folder.
Is there no way to sync these passwords without having had them connected to an opera account? Is the login data file useless seeing as chromepass doesn't seem to properly read it?

@existenceisadversity The other way would be by exporting them.
Login Data is encrypted and can't be used in other devices or by other users. Recently it stopped working even on new installations for the same user.
And the account you use for Sync is the same you use here.

@leocg In this case it is the same user and same device, nothing has changed other than opera being temporarily uninstalled. Seeing as the old installation is gone, is there a way to export the passwords from the backed up files? Chromepass didn't seem to read the file correctly, only 3 of dozens of logins even showed.
