Every month
Did you recently update from Opera 75.0.3969.243 to 76.0.4017.94? You can goto the URL
opera://about
, take note of the "install" path and then look in that folder to see the last version you had.If so, I wonder if this happens to you specifically when Opera updates from one major version to another (75 to 76 for example) and not a month.
Also, in
opera://about
, is the "profile" path what it's supposed to be? For example, it should be "C:\Users\yourusername\AppData\Roaming\Opera Software\Opera Stable".Do you use Opera Sync? If so, what items do you have it set to sync?
What version of Windows are you on? Is there anything special about your Opera installation? Did you download and install Opera portable from opera.com? Or, did you install a portable version from https://portableapps.com/ for example? What's it say for the "install" path in
opera://about
?Is your user account on Windows an administrator or normal user account? Are you logged in with a Microsoft account?
Did you recently change your user account password on Windows?
Do you have Ccleaner installed?

windows 10 pro 1903 version.
There were some bugs in the 19xx versions of Windows 10 that could cause these issues in Opera and other Chromium-based browsers, especially when restarting Windows. That's all fixed now in 20H2 and newer. I would definitely update Windows to the newest. There's also a new, big update coming this month.
