How do you turn off the "click on tab to scroll to top" crap?

Hi,

I don't know who thought of this brilliant "feature" but for me, it's a bug.
If anyone has a problem with my judgement, please uncover the idiot who is behind this "feature".

And how the fuck do you turn this annoying shit off?
The flag posted on other topics is there no more, for god's sake.

select the O Menu in the upper left corner of the window > click Settings (Alt + P) > Advance > User interface..

In the User interface section - scroll down to - (Scroll to the top of the page by clicking the active tab) slide switch to the left.. to turn off.
