Where can I activate this feature?
On my Notebook this all happens by default, but on my Gaming PC this has been deactivated.

See the "Easy Setup" icon - top-right corner just below the Close 'X'? The options should be there.

I see the options and they are active, but I can't hear anything.

Do other sounds in Opera work? The splash screen might be something a third party pop-up blocker would see as a pop=up (some anti-adware programs would have this feature), but the sound shouldn't ... it is possible in Windows to mute specific programs though.
