Opera 60 Extensions and Settings Reset after Windows Deployment

Managing an IT department, we've fully switched from Chrome to Opera due to Chrome resetting user installed extensions and settings after deploying the image to other machines. Unfortunately this behavior has been picked up by Opera and is CRITICAL to it's functionality. Many IT professionals despise chrome for this reason and many will also leave Opera if this is not resolved.
In Chrome this behavior is due to user data being tied to machine ID in an encrypted folder, which is no longer the same after deployment forcing chrome to make a new user for each machine.
In Opera I assume the same is the problem, however not all settings get reset certain things, specifically the "suggested speed dials" and pre-installed extensions are missing from deployed images.
Please for the love of all IT departments do not follow chrome's lead and just allow us to deploy a fully configured browser without needing manual intervention, or give us simple means to do so.
To Reproduce:
- Install Opera 60 and preconfigure it with desired extensions and settings
- Run Sysprep
- Install drive in another computer and leave System Audit mode
- On original user account in different computer Opera is partially reset.
