Opera settings change after sysprep

As a system administrator, we've changed from Chrome to Opera, since Chrome has decided that they'd rather not support us by allowing preconfigured distributions to be deployed reliably and easily. Regardless, Opera changes the On Startup option from "Open a specific set of pages" to "Continue where you left off", This may be an issue with chromium storing specific settings tied to hardware ID, as they do with chrome. It would be super if this can be fixed to allow us to set the specific startup pages for users in our network by deploying an updated image.
