Can gallery.pro69.viwindow.mp4 and similar pop-ups be stopped?

How can I stop the pop-ups or notifications like this that I get on the NBC and CNN news websites? They slide up from the bottom of the page repeatedly as I scroll. The options are "Play now", "Download", or "Cancel". Cancel makes it go away, but it comes back several seconds later.

I understand it's a pesky auto-play video, but I still don't want to get a notification every time I scroll over one. It seems like there would be a way to block the auto-play videos without the equally annoying notifications.

Expected behavior and the actual one No pop-ups would be nice. My desktop has McAfee Web Boost which automatically pauses the auto-play video, but you can watch it if you want with one click. That's a perfect solution.
