...would be nice. Ideally for installing/removing addons too. This would make Opera a great choice for deployment on public computers, and users who've become accustomed to using Opera on a public computer are perhaps likely to choose it for their own computer, if and when they get one.

Saved passwords are encrypted using your OS login data and can not be read in a different device or by a different user.
You misunderstand my point. The feature request is nothing to do with saved passwords for websites; the idea is to provide a means for system administrators to prevent users changing Opera settings on a shared/public computer.
