      With Opera Turbo on, my IP address becomes changed. 141.0.xx.xxx instead of 62.131.xxx.xxx
      This caused trouble on some of my forums, due to anti-spam settings,
      and blockades on country/location restrictions by NPO (Dutch television)
      Turning Turbo off, the problem disappeared immediately.
      It's very odd, since I usually use Opera almost any time.

          Opera Turbo is essentially caching proxy, located on Opera managed servers - this means that http(s) requests source IP address will not be yours, but proxy one.

            It occurs due to the way in which the Opera Turbo works.
            It is some kind of proxy - all unencrypted traffic goes through the Opera's servers to convert images to WebP (to reduce the size). Those servers have their own IP addresses which are used by many users. If one (or few) of them perform some abuses (for example spamming or insulting others) an IP address of Opera Turbo server might be banned.

            Unfortunately, that way normal users are also affected by those bans and have problems such as yours.

            If you use Opera 12.* browser you can exclude those "problematic" sites from going through Opera Turbo by editing in opera:config option [Proxy]->Opera Turbo bypass URLs. You can add more pages through separating their addreses by spaces (for example "aaa.com exaaaample.info ab.cd").
