According to this post in Opera's Mobile Team blog, Opera Max is being discontinued.
There won't be any upgrades and the app was removed from Play Store. Those who already have Max installed will be able to use it for a while, until they end the server side support for the product in a date that will be informed in the future.

Assuming the Savings tab is what causes an app to use the server side of Opera Max app, could one continue to use the app to block apps from using data by moving all apps out of the Savings tab, even after the server side support is gone?

If you just want to block data's for some apps you can use NoRoot data firewall

but don't block system apps otherwise you will be unable to get real time messages like whatsapp
