Static resolution page rendering mode and bug rendering some sites

Hi, I want to see a static page rendering mode. What I mean by that, is rather than resize itself as I zoom, the page will stay statically rendered to the resolution of my phone screen from side to side. This will prevent elements from moving around the page as one zooms in or out, as some sites seem to be designed to render differently based on screen width or as the screen width changes.
Also there is a problem on some sites that render beyond the screen size but then lock out a persons ability to scroll left or right, so one cannot see or utilize the elements that render off screen such as text and what have you.
Please fix that so that websites cannot lock out the controls to scroll left or right.

BTW I don't give a crap about mobile sites at all, so these features are probably mostly for those of us who stay in desktop useragent/rendering mode.
