Same problem here. Developer 41.0.2315.0 Windows 7. The toggle button is orange and stays stuck at "Connecting..." no matter which location is chosen. And toggling the VPN off then on just starts the problem from the beginning.

I have the same problem with Opera Developer 41.0.2315.0 on Windows 10: VPN is stuck at "Connecting...".
I uninstalled Developer 41.0.2315.0 and installed Developer 40.0.2306.0. I have also changed the short-cut target to use the command line switch --disable-update. However, when I exit and start the program again. It automatically updates to 41.0.2315.0.

Developer 40.0.2306.0 VPN is working fine if you can somehow stop it from auto-updating.

Yes, this works. I uninstalled Opera to go back to 40.0.2301.0 and the VPN is working fine now.
To stop auto-updates, I changed the name of the executable file "opera_autoupdate.exe" located in C:\Program Files (x86)\Opera developer\40.0.2301.0 to "no_opera_autoupdate.exe."
Must just be a bug in the new beta, which is why Opera should have a way to disable auto-updates. They should add that along with the bug-fix.

Following pigliacci's instructions worked for me. I was able to find the 40.0.2296.0 exe file here: https://www.opera.com/computer/thanks?partner=www&par=id%3D39772%26amp;location%3D412&gaprod=operadeveloper
Just make sure you have your internet disconnected before you start the install so it doesn't auto-update before you have a chance to change the operaautoupdate.exe filename.

For Macs, you can find the autoupdate file that you need to modify by
right clicking on Opera Developer App -> show package contents -> Contents -> MacOS

I have this issue (Mac OS X version). On startup, Opera throws an error message that says the application is damaged and should be moved to the trash.

Hi all, it's known issue: "VPN – there are some issues with service availability, so you’ll notice that there is never-ending ‘Connecting’ status displayed. Our developers are already working on it" - the source link.
