Unless you are blocking the specific code from the website, you would not be able to block it efficiently. If you were to block every new window, you would have to give explicit permission each time you intend to open a link in a new window. Therefore, leaving it be is more convenient.
We used to have a filter list that I believe merged with EasyList or vanished altogether. It is rare to see such unwanted pop-ups or windows triggered by websites today. You may want to consider avoiding these sites.
