It took some time, but the process you posted worked, and I wanted to thank you for the information.
Opera is now working perfectly and I lost nothing in the restoring process.

This morning opera developer would not open.
Click the taskbar icon and the little circle spins for a sec and then goes away.
Open as administrator does the same.
Tried reinstalling, download stopped part way through, and disappeared to nothing.
Tried rolling back the system, but did nothing.
I have used it for years with no issues.
All my speed dial links are gone as well as all, my saved passwords.
After rolling back, opera regular works as well as GX, but the one I mainly used is not working.
Is there a way to find the file that at least had all my passwords and speed dial links?
It will take me forever to change passwords and reconstruct all of it back together in another browser and I just don't have to time.
Any help would be greatly appreciated.
I am not a PC master but do know the basics,
I have win 11 Pro with Opera, Opera developer, Opera GX firefox, edge, and chrome.
I am out of Ideas.

Right-click no longer brings drop down box in the google search bar on the speed dial page.
Worked before the recent update.
