I looked at the settings again and noticed the tracker blocking. I turned it off and target.com started to work. I logged in and then reactivated tracker blocking and it seems like it's still working. I don't understand the intricacies enough to speculate beyond thinking the website is refusing to respond when some data is blocked. Regardless, this detail might be useful for someone else.
I have a Verizon G8 ThinQ from LG (LM-G820UM) with Android 11. My Opera version is 71.3.3718.67322.
When I attempt to log into target.com, it appears the Sign In button does nothing. I left the phone screen on for five minutes and nothing happened. I restarted the phone. I cleared cookies and cache. I turned off the ad blocker. I tried a private tab. I also later realized that when I searched or clicked on a product on the front page of the site, it never loads images or details.
I was able to use the site with Chrome on the same device.
