I'd uninstall Opera (don't choose to delete your data when you uninstall), delete Opera's install folder if it remains, unpin Opera's icon if it's still there, restart your computer (or restart explorer in the Windows Task Manager), and reinstall Opera (and pin Opera again if you want). Hopefully that will fix it.
