I was able to enable Desktop View in Opera and in also Opera Beta, but not able to in Opera Mini / Mini Beta / Touch.

Where is this option in these 3 browsers.

@techjunkiegirl Because you are not logging in with the same account? That's the only explanation. The content of https://www.sync.opera.com/ should be the same no natter what browser you use to access it.

I am using the same account in both locations and getting different results.

Windows 10, yes

Android, no

I have stuff synced if I sign in using a Windows 10 system.

I did and it told me

You have no sync data stored.
Sign in to Opera to start syncing, and access your bookmarks and other browser data from all your devices

I am signed In

I forgot my Passphrase and clicked on the link to get instructions on how to reset it.  I went to the website it told me to go to.  I logged into my account.  I did not see the option on that page that says Reset Passphrase.

What is the issue and how do I fix this.
