The download stopping usually happens because Android restricts apps in the background, so you can try disabling battery optimization for Opera and allowing background data and storage permissions. The redirection to other sites often comes from ads or scripts on some websites, not always the browser itself, so turning on Opera’s ad blocker and pop-up blocker and clearing cache may help. If the issue continues, reporting it through Opera’s in-app feedback would be the best way to get it fixed.
