This is something to do with Adobe shutting down the flash player. Make sure you have it uninstalled(which should require you have the browser closed) then reopen opera.

@puplock What seemed to fix it for me was changing my anti-virus software. I was originally using Comodo, and I had to fully uninstall it because it wouldn't shut down. I switched to Kaspersky, and once youtube starts rolling, it now stays under 30%, and it's been like that since November.

Okay, so, I caught my anti-virus/internet security software (Comodo) randomly hogging 60% of my cpu. It didn't do it all the time, but it insidiously wouldn't actually shutdown, so I uninstalled it and switched to Kaspersky.
Now while youtube/audio sources are running, my CPU utilization stays around 15-30%.
So everyone might have to check your anti-virus/internet security software interaction's with Opera.But the memory usage of Opera has increased so i think I turned off/on a couple flags I shouldn't have and have to play around with that.

@leocg But it's not -seperate- from the reload button! So the 'constantly loading', linked with the animated tab icon glitch doesn't always give me the X. And I haven't found a flag or an extension to fix it.

@ab-garcez It also happens on other sites, other than youtube/video only sites. And it actually takes clicking on it to mute the audio before the usage significantly drops, like Tumblr. Where if you hover, usage cuts in half, but if you mute, it drops to 'idling' usage.

@yanta It doesn't seem to always go to the 'x' option when a tab is stuck on the 'constantly loading' icon issue. Usually it's just the reload arrow. And since the 'constantly loading' issue is intermittent, it's difficult to test.

@yanta I only have so much headspace for remembering hot-key's.
But taking away even the option of having a button/toggle is the main issue I have with that. -

Since it's not plainly stated, it's not the video render that's the problem. It's the -audio- render, and it looks like that's what's causing the 'constantly loading' issue.
Muting audio on in tab animations/video dramatically lowers usage rates, and on sites where I can -find- the audio source, stops the constantly loading issue on that page. -

@zalex108 Other user's and myself are encountering this problem, but it's not really the GPU either.
It's the in-browser audio playback for everyone, and some are finding it's also the animated icons on the tabs, for anything, anywhere.
It seems to be with any browser based off Chrome/Chromium, which Opera is based off.
Boot up youtube then -mute- it and you can see a dramatic cut in CPU & GPU usage.
It's been getting worse, and people have been reporting the problem for months, and it's tied into the 'tab icon is constantly loading' issue somehow.
Who thought it was a good idea to remove the stop-loading page function from a browser? -

This is to do with the VPN function. Certain sites have traffic from other countries blocked, or can detect when a VPN is used and will block the browser from accessing their site. You have to turn the VPN off for those 'bad request' errors.
