Opera is my default browser. How do you set it to handle http?

Is there a way to make the links I click on in my Outlook mail to open in Opera? They open in IE 11 right now even though I have Opera set as my default browser. I tried to change it by using "Regedit" and typing in "OperaHTML" instead of "htmlfile". This worked for Firefox, my other browser but I got the message "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator." I had installed another browser (Ice Dragon) to try out and it messed every thing up.
