i have an AMD Athlon dual core processor and 4GB of RAM... listen, guys, there's nothing in my computer that would make it do this...this is an OPERA problem. if there's no solution, that's fine, just say so. i'd prefer to solve the problem, but if not, i can always just sh*t-can Opera and go back to Firefox...

If we knew whether there's a solution or not we would have said it already. Obviously we are trying to troubleshoot this to discover what the problem is.

Before accusing I'd say you need first to discover if there's something in your PC causing this, because in mine and in the other millions of Opera users' PCs Opera settings are opening just fine otherwise the forum would be flooded and it's not, you're one of the TWO users that ever reported this issue in these forums.
Check for malware with AdwCleaner for example. Third-party software that may interfere, security related, tweaking, etc. Drivers... System (sfc /scannow) for example...
