opera.com gives you the network installer by default that's just a small setup file that fetches the install files. Cylance's heuristics might be making a bad guess that there's something wrong with that behavior. Try downloading the full installer from https://ftp.opera.com/pub/opera/desktop/97.0.4719.63/win/ instead.
