Check the flag on "Disable Opera Package Auto Update?" and save settings

Restart Opera

It doesn't seem like the devs are putting back most of the useful features back into this new engine

Many of these features were in fact little used. They have customer surveys and usage statistics to back that up. In fact bookmarks themselves almost went away to be replaced by a 'Stash'. Because of this they implemented Chrome's extension system. This way lesser used features can be added without the Dev team being responsible for maintaining them. It works very well.

Case in point: Check out the V7 Bookmarks extension. It does what you need and is very good at it.
