Yes. That's totally normal and expected. And, you can't disable them. They're part of Opera.
If you see something pop up for Aliexpress for example, you might have an option to choose "don't show again" before closing it.

That's normal too. At the URL opera://settings/privacy, there are 2 promotional items that you can disable. There are also some consent options at the URL opera://settings/privacy/consentFlow.
As for the monetizing flag specifically, I don't know if disabling those things will help. If not, you can try starting Opera up by passing that feature flag set to off to launcher.exe to see if it helps. If not, you're probably out of luck.
Opera makes money off of promotions and deals etc. You can read through https://legal.opera.com/privacy/ and expand the section for "Desktop browsers" if you want.
