Same thing is happening here. I tried the solution above and still experiencing the same issue.

"Try removing all cookies and site data from Google Photos, like this: Preferences -> Privacy & Security -> All Cookies and Site Data... -> search for 'photos.google.com' -> 'Delete shown'."
