It's probably an issue with Windows 10 Outlook. Check your settings to see if there's an option to open links in the foreground.

[Bug] Can't set as default browser when using custom install directoryOpera for Windows
I'm not sure if this is a Chromium issue as I have had this happen on Google Chrome as well, but that could be due to using Windows 10 (I am on Windows 7 now) where Opera refuses to be set as the default browser. Every day it pops up when I'm browsing but clicking on 'Don't ask me again' and clicking on Yes does absolutely nothing. It comes back whenever it feels like it.
When I go into the settings, clicking the Make Opera my default browser button does nothing as well. I really want to know if this is a known issue because it's very annoying and needs to be fixed.
For reference, I have Opera installed in D:\Program Files (x86)\ as opposed to in the default C:\Program Files (x86)\ but I don't see how that would make a difference.
