I searched all over for the setting, and googled it and for some reason never found it until I added the version number of opera to the search. My apologies. That fixed the issue immediately.

Apparently I am blind.

My apologies for the waste of time.

Behavior:

When I try to fullscreen any video, via double-click or the expand icon, all I get is a black full screen. The message "Press ESC to exit full screen" appears, and the audio continues playing. I have googled the issue and none of what I have found for answers applies, or works. I remember having the same issue in Chrome on this laptop, and was able to fix it by changing a switch in chrome. I found an article on opera stating much the same, but it didn't work.

I appreciate any help.
