The offers and default bookmarks/searches you get is based on the version of the browser you download. If you downloaded the English version, for example, you might get many websites based in and around the USA even though you might be in the UK, Australia or even South Africa. Because the Ukraine is geographically close to Russia many Russian sponsors have had their content placed in the browser. Its not a propaganda thing, its just business. You may simply remove them or download a different version and change the default language in settings (Alt+P).
