Exiting full screen video results in hidden toolbar/tab bar on macOS Catalina. "Show toolbar in Full Screen Mode" option is also disabled after that. The last developer build without this issue was 69.0.3686.0.

After exiting fullscreen video, tabs are hidden and "show toolbar in fullscreen button" is grayed out on macOS Catalina.
