I found a solution. You have to reinstall opera, but first, go to C:\Users\CURRENTUSER\AppData\Local\Programs\Opera
and find the latest version folder, currently it's 109.0.5097.35. Rename that folder, for example 109.0.5097.35xx and then go inside it, and run the installer as Administrator(important). Opera will reinstall and work again

@burnout426 I have the same issue, I tried reinstalling the runtime, I tried everything google had on the issue. No help. I can't even uninstall Opera because it gives the same error.
Can't even use the installer to update.

I have the same issue. I tried to fix it by googling, installing redistributables and all... cant even uninstall it, sometimes reinstalling works for 1 (!!) run and when I close Opera the same thing appears. Somehow it got messed up when on last update. Im running latest win10 with updates.
